Taken altogether, in complications like this, if the

witnesses are not all brought together and interrogated, it is impossi-

ble to secure justice. Most of the seized books relating to the Yao Hsiang Coal Depot are in the handwriting of one Ruang Hsún Chű,

accountant of the Depot. This man is now in Hongkong, and I have the

honour to request that you may move the Governor of Hongkong to direct Fang Wa Chun to at once have Kuane Hsun Chű produced and sent to Can-

ton, so that he can appear in Court and be examined, when an equitable

decision can be arrived at.
